Before her last election for Mayor, Mayor Castor after years of people trying to get any mayor of Tampa to stop the throwing of toxic beads into the water during Gasparilla and retreive the thousands of beads that got into the water Mayor Castor seeing a good POLITICAL opportunity to get some votes had bead education and bead removal. "Tampa is an incredible city, Tampa Bay is the best place in the world to live, and one of the big reasons for that is because of our location on the beautiful waterfront," Mayor Jane Castor said. "There are no beads allowed to be thrown out on the water, we need to keep all of our beads and all of that festive part of Gasparilla activities on land." Divers with the Florida Aquarium recovered 120 pounds of beads from the water in 2019 near Bayshore Boulevard, right along the Gasparilla parade route, according to the city of Tampa. The city says "beads and other non-biodegradable items are incredibly harmful to the environment and pose serious threats to marine wildlife." That's because beads take hundreds of years to break down into microplastics, which remain in the environment forever, the city says. "They persist in the natural food web, causing harm not only to the environment but to all living things, people included," the city stated, in part. "The health of waterways directly correlates to the health of society." Not only is throwing beads bad for the environment, but it's also illegal in Florida. Throwing beads, or anything else, into the water including green dye is prohibited under Florida Statute 403.413. By Statute a Permit is required to dump green dye into the Hillsborough River. Contrary to state law the head of the Hillsborough County Environment Agency states that a permit is not needed to dump green dye into the river. [FLORIDA STATUTE 403.413]


NOW ON TO MORE POLITICAL DUPLICITUOUSNESS FROM MAYOR JANE "SICK DOUBLE STANDARD" CASTOR


Some people have a deep and abiding respect of the environment all the time but some like Mayor Castor only have respect for the environment when it POLITICALLY SUITS HER as with the bead in the bay case. Even though dyeing the Hillsborough River Green with said dye was/is environmentally harmful Mayor Castor went right ahead and sullied and polluted the Hillsborough River for the $$$$ for the city over the environment. THAT IS A SICK MAYOR.

(4)DUMPING LITTER PROHIBITED: Unless otherwise authorized by law or permit: The City of Tampa does not have any authorization of law nor did/does the City of Tampa have the statute required permit that would allow Mayor Castor to sully and pollute the Hillsborough River by dumping in the river critical oxygen depleting green dye. WE REQUESTED THE CITY TO PRODUCE THEIR 2024 PERMIT TO DUMP GREEN DYE IN THE HILLSBOROUTH RIVER. THE CITY'S RESPONSE WAS THAT THEY HAD NO SUCH PUBLIC RECORD PERMIT PERMITTING THE DUMPING OF GREEN DYE IN THE RIVER.

So the city of Tampa did not have a required and mandated by law permit to dump green dye in the river but went ahead and unnecessarily polluted the Hillsborough River for a fake Irish holiday party, oh boy! Of couse since Mayor Castor's office wanted to pass our organization off by blaming the water department by stating that: "The City of Tampa has reviewed its files and and determined there were no responsive records to your request. The Water Department notified us that a permit was not required." The city states that the Water Department notified us that a permit is not required. Apparently the Water Department has not read Florida Statutes that make it clear a permit is needed to dump this green dye in the river. No one one should trust or take the word of the Tampa Water Department because they falsely hold and misinform the public that this green dye does no environmental harm when the deep science says otherwise. Talk is cheap and we bet they would not bet their house on the SCIENCE, nor drink a tall glass green dye that they purport is "harmless. A carcinogen warning on the label is NOT HARMLESS IT IS HARMFULL! It is not the legal perview or any authority of the Tampa Water Department to legally proclaim that a permit is not required when it is.

Instead of the water department protecting the environment they want to go along to get along with what the boss Mayor Castor wants so the Water Department toes the line and fronts for the sullying and polluting the Hillsborough River with oxygen depleting green dye that has no real reason to be put in the river except for some goofballs that think turning the river green is cool when it is not only not cool it only teaches our children bad habits. Now let us see the Water Department produce their legal reasoning authority and law backing up exactly why the city does not need a permit to dump green dye when the Florida Statute 403.413 says otherwise. Sounds to our organization that the Water Department is trying to bluff this off when in fact they really did need a permit to dump the green dye in the river and now that they got caught they have to double down on "we don't need no stinkin' permit" (when they really do) to put unnecessary off label use polluting substances in the river. As was stated the Mayor even was quoted as saying "THROWNING BEADS, OR OTHER ITEMS INTO THE WATER IS ILLEGAL". WHAT PART OF THE MAYOR CASTOR'S PROCLAMATION THAT: "THROWNING BEADS, OR OTHER ITEMS INTO THE WATER IS ILLEGAL" DOESN'T THE TAMPA WATER DEPARTMENT AND THE HILLSBOROUGH ENVIRONMENTAL PROTECTION COMMISSION GET THAT MAYOR CASTOR SAYS IT IS "THROWNING BEADS, OR OTHER ITEMS INTO THE WATER IS ILLEGAL"

TURNS OUT THAT THE CITY OF TAMPA DOES NOT HAVE AND NEVER DID APPLY FOR OR GET A PERMIT FROM THE STATE TO DUMP GREEN DYE IN THE RIVER. WITHOUT THE STATE REQUIRED PERMIT THE "EMPTYING" OF CARCINOGENIC GREEN DYE INTO THE RIVER WOULD BE NOT ONLY ILLEGAL BUT ENVIRONMENTALLY IMMORAL AND UNETHICAL AND THE RIVER DESERVES BETTER THAT THIS NONSENSE.

The unnecessary green dye "emptied" into the river is legally defined as "litter".

Mayor Castor says there is no harm to the Hillsborough River from polluting the river green with the dye used. She must be listening to the water department telling her false information about said dye. The water department claims that there are no negative environmental effects from said dye that is plainly an untruth based on scientific analysis of what this stuff does to the water. The Mayor and the Water Department can and will double down on their fake mantra that " the green dye we used is harmless to the river and enviroment but they would not bet their house against the SCIENCE!

A growing petition lists concerns that, while festive, the dye used is harmful to the environment. 5. When the city began dyeing the river, about 150 pounds of the product was used. Instead of mixing it, the powder was sprinkled directly into the river. Now, about 250 pounds of the powder is mixed with water offsite. The approximately 280-gallon mixture is then transported to the boats at the park. The liquid mixture is then put on the surface of the river by boats and reapplied throughout the event. The dye starts breaking down two to three days after application, but Ring said that is dependent on weather and tidal conditions.

One thinks of a real biodegradable organic item as an item that can be put in a compost pile and composted. NO ONE IN THEIR RIGHT MIND WOULD PUT THIS PURPORTED BIODEGRADABLE CARCINOGENIC GREEN DYE IN THEIR BIODEGRADBALE COMPOST PILE. "GREEN WASHING" WITH A "BIODEGRADABILITY CLAIM" IS A PURPOSELY DECEPTIVE TECHNIQUE USED TO TRY TO TAKE A CARCINOGENIC GREEN DYE AND MAKE IT ACCEPTABLE FOR OFF LABEL USES IT SHOULD NOT BE USED FOR.

There were no leaks in the river that needed to be detected with this green dye. Since Liz Hall defends the harmlessness of this green dye she can be one of the first in line at the 2025 "St. Patrick's Day Drink the Carcinogenic Green Dyed Water Challenge". JUST A COUPLE OF SUGGESTIONS FOR GROW FINANCIAL. FIRST SUGGESTION IS FOR GROW FINANCIAL TO NOT POLLUTE THE RIVER BUT SET UP A BIG POOL OF DRINKING WATER NEXT TO THE RIVER AND MIX THE GREEN DYE INTO THE PORTABLE POOL THEN THE GROW FINANCIAL KNUCKLEHEADS THAT THINK THAT THIS DYE IS HARMLESS CAN ALSO TAKE THE DRINK THE GREEN DYE CHALLENGE. The faster the water flows, the quicker the dye will dissipate." Said green dye dissapates where you can't see the color but the broken down chemicals are still present in the aquatic system. 17. According to Steve Murawski, a fisheries biologist at the University of South Florida. "Eventually it'll all move out into Tampa Bay, where it dilutes further." Just what we need carcinogenic chemicals moving out into the bay when they did not have to be put there in the river in the first place. Spin some more.

18. Emptying dye into the river doesn't require a permit from the Environmental Protection Commission of Hillsborough County, according to Sam Elrabi, director of the commission's water department. "We have never documented any environmental issues," Elrabi said in an interview with the Times. "It's a limited-duration event - the dye dissipates after a few hours. (The commission) is not involved in it, and therefore we don't have an objection to the dye, based on the characteristics of the dye itself." One of the characteristics of the dye that Sam Elrabi HCEPC says they don't have an objection to says right on the label that the dye contains a known carcinogen. The specific area in the river where the dye is released sees large tide changes, Elrabi said. That is another of Elrabi's butt kissing excuses, large tidal changes or not dumping a known carcinogen into the River for a fake Irish Hiliday no less is a sick environmental abomination. It also appears that dumping over 15 pounds of this dye into the river rises to a crime. When is the law going to be enforced?

Sam Elrabi that is pure political butt kissing excuse distraction but not one good reason. Emptying dye into the river doesn't require a permit from the Environmental Protection Commission of Hillsborough County, according to Sam Elrabi, director of the commission's water department, but that does not mean that state law does not require a permit for such carcinogenic dumping.

It is correct that the Hillsborough County Environmental Protection Commission is not vested with and does not even have the authority to issue the required permit for this kind of "emptying" dye polluting the river. So Sam Elrabi is telling a half-truth because he is making it sound like because the HCEPC does not require a permit that a permit is not needed nor required and that is incorrect. State law controls this kind of dumping and a permit is required from the state. The Mayor did not bother to seek a state permit probably because it would be ridiculous for the Mayor to ask the state to grant the dumping of 250 pounds of printed on the label carcinogenic green dye into the Hillsborough River.

But the Commission could do the right thing and communicate to Tampa Mayor Jane Castor that "emptying" carcinogenic dye into the river is not a good idea and contracy to protecting the environment when the Hillsborough County Environmental Commission is charged to do but seems to be avoiding that responsibility to the environment and the tax payers.

THIS IS WRONG. THIS IS IMMORAL TO THE RIVER. THIS IS AN INSULT TO THE RIVER. THIS IS AN ABOMINATION TO THE RIVER. A SIMPLE READING OF FLORIDA STATUTES SAYS MAYOR JANE CASTOR NEEDS A PERMIT BEFORE SHE CAN DUMP THIS GREEN DYE CARCINOGENIC MESS INTO THE RIVER THIS WHICH WOULD OTHERWISE BE ILLEGAL AS IT SHOULD BE. THIS MAYOR JANE CASTOR SITUTATION IS INVITING A LAWSUIT ONTO THE CITY OF TAMPA TO RELIEVE THE RIVER OF THIS CARCINOGENIC POLLUTING NONSENSE. HOW IS MAYOR JANE CASTOR AND THE CITY OF TAMPA GOING TO HONESTLY DEFEND ILLEGALLY POLLUTING THE RIVER WITH A KNOWN CARCINOGENIC GREEN DYE? HOW IS MAYOR JANE CASTOR GOING TO HONESTLY JUSTIFY USING TAX DOLLLARS TO DEFEND A LAWSUIT IF ONE NEEDS TO BE FILED TO STOP THIS FROM HAPPENING AGAIN?

Tampa mayor doesn't want beads in Tampa Bay during Gasparilla. Mayor Jane Castor is quoted as proclaming that: "Throwing beads, or other items, into the water is illegal." We agree with Mayor Castor that "throwing beads, or other items, into the water is illegal. And when Mayor Castor had the Tampa Water Department dump green dye into the river that exceeded 15 pounds which it did, then that dumping of the green dye rised to a crime. So the former Police Chief now Mayor Jane Castor says throwing items into the water is illegal but goes ahead and dumps a crime amount of green dye into the river. Mayor Castor had accessories to do the illegal polluting as the Water Department threw and mixed the carcingenic green dye into the water. Maybe the current Tampa Police Chief can call the former Police Chief and tell her to take her own proclamation that: "throwing beads, or other items, into the water is illegal." That is called turning a blind eye to crime you are witnessing and all of this nonsense is being called out for exactly what it is: STUPIDITY, IGNORANCE.POLITICAL BUTT KISSING, ARROGANCE AND MORE. PROBABLY A MUCH BETTER IDEA IS TO KEEP THE GREEN DYE FESTIVITIES OUT OF THE WATER AND ON LAND AS THE MAYOR DEMANDS FOR BEADS DURING GASPARILLA.
